An introduction from the beginning of the congregation
The Local Government Council system was initiated on 01.01. 1988 with the goal of providing a more effective service through the Local Authority Governance. At the beginning of its governance the main position of the institution was known as ‘Special Commissioner’ and was held by Mr. D. Somajeewa. Later this system was changed with the Provincial Council elections and under the new governance system a Board of Administrators including
the Secretary, Chairman, Vice Chairman and Pradeshiya Sabha Members was appointed with designated powers.
The initial Board of Representatives elected under the new system of governance introduced in the year 1991 is as follows.

Mr. D. Somajeewa was appointed as the Secretary.
During the Provincial Council elections that took place during this period former chairman Mr. Jayasiri Nanayakkara contested and won and thereafter Mr. R.S. Wickramasinghe was appointed as the new Chairman. Mr. D. Kannagara was appointed to fill in the vacancy left by Mr. Jayasiri Nanayakkara. During the tenure of this regime, Local Secretaries were released from the relevant posts and Mr. D.H. Wijewickrama was appointed as the new Secretary. During his tenure he was transferred to the Yakkamulla Local Government Council and consequently Mr. D. Abeynayake was appointed as the new Secretary.
At the end of the aforementioned tenure the following Board of Administrators were elected at the election held in the year 1997.
